OK PC- CSGO on lowest graphic settings, but still extremely low FPS

It was bought only last year and it seems when I play games (CSGO, SKYRIM, ALIEN:ISOLATION) I get sloppy frames even on the lowest settings. For example, I have just lowered my CSGO settings to ultra low, but I am still only getting 20-40 FPS. I am planning to build a $1250 PC build to play everything at max settings but is there a way to fix this trash fps or should I just buy the build?

That apu is really slow so there nothin u can do, well if u r building a new pc i would love to help.
