A monitor with 1ms or a monitor with 4ms and a IPS, they have almost the same features.

It is impossible to say which is better, response time and screen type is not the only factor in determining the best screen. Which monitors are you looking at?

Also, what type of games do you play? For most people (Excluding hardcore CSGO players) 1ms wouldn't be that useful or noticeable. An IPS monitor generally has better colour definition.

Take the IPS one
I use an Asus 5ms Ips and im more than an average gamer.There is no real issue between 1ms and 4ms unless you are a really hardcore gamer that expects top performance.IPS offers much better visuals especially from different angles.
