Solution
This should leave enough to pick up windoz:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD Athlon X4 860K 3.7GHz Quad-Core Processor (€74.63 @ Amazon Deutschland)
There's some evidence to suggest that dual core CPUs are more apt to have stuttering problems as they juggle modern heavily threaded games. If you do decide to go the Pentium route here, pair it with an AMD GPU to get the least threaded API/Driver stack. The 860K is better suited to be paired with nvidia drivers. There's also some evidence to suggest that some games may not even support dual core CPUs here soon.
Motherboard: ASRock FM2A88X+ BTC ATX FM2+ Motherboard (€61.89 @ Amazon Deutschland)
Memory:...
You could get a much better PC. Obviously this one is more expensive, but there's a big jump from a lower end:

sadly he cant go any higher, i personally built a 1000 euro pc and have been telling him the same but his original budget was 420, because its money he saved up for the "next gen" consoles until i convinced him to go master race

Since the build only has room for a 1x4GB stick, it's a good idea to pick out a DIMM that is configured dual rank for best performance. You'll loose channel interleave, but pick up rank interleave.

this is the new list based on the parts you gave, i find it cheaper and easier to go through just the one website
use this link to change stuff :http://www.hardwareversand.de/pcconfigurator/meinpc/1214973

Pretty sure all of those will run with 4GB, but an upgrade to 8GB (try to buy a matching stick) should be a high priority to enable both channel and rank interleave, as well as to free up memory space for future games.

It seems that in transition to the hardwareversand build, the build lost several key refinements that were purposely selected to help mitigate the major handicaps of the system. Use ballistix DIMMs for rank interleave from a single 4GB DIMM, and use a gtx750 or gtx650ti or similar to help counteract the weaker per-core performance of the 860K vs Intel options.
