Question Old BIOS preventing recognition of GPU?

Quick Question:

Have an AsRock B450 Pro4 Mobo, and a GTX 1660 Ti

The BIOS version atm is the 1.5, the latest available being 3.3 or something

For some reason in the 16x PCIE slot, my pc will not display whereas putting in the x4 slot works no problem.

Is there any way that a bios update will allow my mobo to recognize the gpu and display it to my monitor?
 
Yes, please first try updating the BIOS on your system, and you need to insert the GPU on the primary PCI-E x16 slot only. The last BIOS version is 3.31, dated 2019/6/5. Try updating the BIOS. Are you booting in UEFI or Legacy mode ?

Which Power supply unit do you have ??

I have an EVGA 550W 80+ Gold
How do i know if it's in UEFI or Legacy?

Also if I put the GPU in the 16x slot it won't display anything on the screen :/ can I do the update using the 4x slot and then move it over? I'm running a ryzen 5 2600 so I don't have integrated graphics either

Okay so updated it to 1.8, then 3.31, then switched the GPU to the 16x slot twice, no display either time. I'm at the point where I'm just accepting that somehow my motherboard's 16x slot came faulty twice, or there's some weird issue with my GPU that doesn't allow me to use the 16x slot. In either case i'm so confused that I'll probably just go with the 4x slot :/

Update:

So Amazon was nice enough to provide a replacement, and for some reason the one I just received is now working fine in the 16x slot. SO, I have no clue how this happened but I'm just happy there's a display
