[SOLVED] Old build has horizontal lines.

Hello everyone, so I'm putting my ancient computer back together and bought a SSD and windows 10 home. I am currently receiving a ton of white horizontal lines on my screen, I have tried 2 different monitors using DVI to DVI and a newer monitor with a DVI to HDMI cord.

My current build:
CPU: Intel i7-3820 3.6gz
Motherboard: Asus Rampage IV Extreme
Memory: G.Skill Ripjaws 8gb
Storage: Team T-Force Vulcan 250gb
GPU: EVGA 580 1.5gb
PSU: Corsair CX500
 
dunno if its this put have a look in frame rate settings and set the frame rate one one without "interlacing"
Whenever I was checking my display settings, I saw that my refresh rate was at 1hz and was curious on why it was like that because i'm pretty positive my older monitors are at least 30hz-60hz. Even if, I have a WQHD monitor @ 165hz and it wasn't recognizing the computer but I will try again after I get off of work. I also updated the NVIDIA drivers, Windows update and currently stuck on updating the bios.
 
im not an expert bud i just have a lot of problems with my gear so i google a bit more than most people. i have an 850w coz i figured id never need anything higher than a 700. its been running fine for about 6 years now without fault.

So I switched out the 500w PSU to the 700w PSU and i'm still having the same issue as before. I checked my Display Adapters and Drivers to see if they were updated as well reinstalling NVIDIA drivers. Ill go ahead and try switching my main GPU with the old one and vice versa to see if my old one defective.
