Old build: No video/POST, is my board dead?

My 6 y/o homebuilt machine stopped booting a few weeks ago.

Symptoms: no boot, no video, no POST "everything OK" single beep, nada. The only clue is a "25" error code on the board. Manual says this is "shadow bios" and related to video issues somehow.



System:

Win7 x86
board: evga 780i
CPU: Intel 3Ghz Core 2 Duo E8400
4GB RAM (2x 2GB)
GPU: evga GTX 460 1GB (2x SLI)
750W Corssair PSU
seagate 750GB HDD (2x, incl OS drive); 1TB HDD


Things tried so far:
Tested both GPUs in another machine (both ok, trying to boot w/ only 1 GPU for now)
Tested all HDDs w/ another machine (all ok)
Paperclip PSU trick (PSU turned on and checked w/multimeter, all lines good)
Reset CMOS
Removing/ reinserting CMOS battery
Removed all RAM sticks, got long beeps
Put in single RAM stick, silence (checked, ram in correct slots)
Put in single stick + GPU, silence
Tried GPU in each slot, no effect
Tried wired USB mouse instead of wireless (evga forums said 25 error code sometimes due to keyboard/mouse), no effect


Based on forum lurking GPU then PSU were my guesses, but since that all checked out now I wonder if the board is dead.


Before (say 3-6 months) I would occasionally get BSOD "attempt to reset display driver failed" crashes, but online it seemed like that was a problem common with the GTX460 GPU (especially when playing WoW/SC2) so I thought nothing of it at the time. I don't actually know if the two issues are related, just thought I should mention it.

What should I do next to troubleshoot? Is the board dead?
Any help would be appreciated!

EDIT: I also checked the PSU with the system on, and all lines were still ok.
