Question Old computer won't turn on

I recently bought a used old Fujitsu Siemens Scaleo L D1520 computer from the year 2003. According to the seller it was working fine before the shipping. However, after I got it home, plugged the cables and tried to start it up, nothing happened. I know it's a possibility that I was just scammed but the seller has been helpful and seems trustworthy so I find it unlikely. His guess was that some cables might have been unplugged during the transport but I checked them as well as I can and they seem fine. How do you think I should proceed finding out where the problem is? The computer doesn't respond at all. Only a faint sound comes from the power supply when the power cable is unplugged. Should I try to jump start it from the motherboard? I have never done it before and it seems risky. Or should I get an ampere meter and check if the motherboard gets power? What would be the first thing to break if it has taken damage during the transport?

EDIT: I just noticed that when I plug in the power cable a fan spins for a while

I have no specific ideas regarding this issue. I think it might be worthwhile to try and test the power supply...but even at that HDD can take damage from shock alongside components.

I am curious though as to what purpose you purchased this for? What is your use case?

Send nud ,upload high res pictures of the insides with close ups of the connectors, if you have doubts about the front connectors show those as well as you can.

If by jump start you mean to short circuit the power on pins then there is no risk besides you touching many different points with metal at once, if you only touch those two pins there is no danger at all.

On a potentially 25 year old system (win98) it can happen at any boot up that it will be its last boot up, the materials aren't made to last forever.

I'll send the pics today! I was desperate enough to already try the short circuiting but nothing happened. I guess it should happen instantly. I'm thinking of getting another motherboard if this one is busted. Am I able to check if the other components still work using a much newer setup?
