If the 4870x2 is in the same tier as the 6970 and 7850 should I expect the same performance from all three cards?

I think the biggest difference is lack of DirectX 11 support on the 4870X2

^With less noise, no CF issues and lower temperatures.
Tmorrier: Go for the later generation card as well, the HD7xxx deal with AA much better than the 6xxx series.

Also the power consumption is much much lower. go with an hd 7850 since it is a single card and it also oc well

Better power consumption, less heat, and modern features such as DX11 on the 7850. Also, no need to worry about micro-stuttering since it is a single card.
