Question Old Graphics card

So i recently bought a new graphics card because my old one (Asrock 590) i believe started to give out on me but i had only had it no longer than 3 months. Whenever i would start the computer the fans would turn on for about 5 seconds and then turn off and continue to stay off until i reset the computer i was able to play but with major game stuttering. All i really want to know is what should i do with the card? Is there a place i can recycle it or a place to get it fixed?

Are you absolutely sure the card is dead? Have you tried powering the GPU on a donor system? Speaking of system's, mind sharing your full system's specs while you had the RX590 in it? What are you working with now?

i am not 100% sure i just know that the fans don't spin and it heats up fairly quickly. I have not tested it on another system unfortunately.
