Old Hard Drive

I recently put together a new PC, using the old hard drive 300 GB Sata and a new blank hard drive 1 TB Sata. The OS is Windows 7 Ultimate 32 bit. I am using a AMD Phenom II 6 core, with a cooler. Graphics card from Gigabyte, a motherboard from Gigabyte, 2 sticks of RAM Ripjaws 2 GB each, 650 watt power supply, 2 DVD burners, 1 3 1/2 inch disk drive.
I spilled some of the Artic 5 grease onto the motherboard when installing the cooler, called the company, they said to just clean it up using a swab and rubbing alcohol, there shouldn't be any problems. I did that and started up right away.
Only problem is, it is not able to boot up and go into Windows, it goes to the repair screen and asks for checking the computer for any problems or try starting Windows. It did not find any errors, I tried starting Windows, it just went back to the same repair screen. I tried using the software disk to boot the PC it did not work. I checked the RAM it was fine. I disconnected the new drive, graphics card, took out one RAM, that did not work. I disconnected the old drive, inserted the disk to see if it would boot the PC then I could install the Windows 7 onto the new drive that did not work. Do I need to take it in to have the whole system looked at?
 
Solution
Well, I don't think the thermal paste is causing the issue, but some TIM, specifically Arctic Silver, has conducive particles in it (i.e., silver lol). So you will want to make sure it is thoroughly cleaned off.

I tried to boot from my new blank drive installed using the Windows 7 disk, it still doesn't boot up, only the computer starts up then the screen is black nothing there. I detached the old drive. Can I hook up my blank drive to my laptop intsall the Windows 7 Home Edition then use that to boot up my new computer, then intsall my Windows 7 Ultimate edition?
