Old HDD new PC

Can I take my old hdd that is only a year old and out. It in my new pc and do a fresh install of Windows? When magic jelly bean keyfinder says full packaged product whst does it mean. And if I can do whst i just said can i put my windows disk in and reinstall on the new system using the product key
