Question Old HPE h8-1240t PC won't power on

It went from working normally, to powering up with nothing showing up on the screen and the fans running crazy high (twice), to completely dead (no reaction to power button pushed, no lights anywhere). Does this sound like a bad power supply?

Or bad motherboard. Both are possible. With fans running high that is usually a motherboard rather than a power supply issue.
