There is nothing requiring that port to be both WiFi capable AND storage (mSATA) capable.

Almost anything is possible with enough added effort. Here, you could use a mPCIe to PCIe riser, plug a SATA card in the riser, then use another adapter to go from SATA to mSATA :)

At this point though, the adapters would be more expensive than just getting a SATA SSD and chucking out the mSATA drive.

For the mSATA SSD he already has, if return for refund isn't an option, there are SATA to mSATA adapters out there that would let him use mSATA as a regular SATA drive.

Right.
To go to a regular PCIe port, no problem. My old HTPC had such a construct.

That particular port, however...probably WiFi only.
 
I found a msata to sata adapter for $1usd here in the philippine, I cannot return the sdd, bought it last december to upgrade a an old Amd E-450 laptop. Planed to replace the broken wifi/bt card, it didn't fit.

If it is PCIe, it should work with anything as long as the BIOS isn't going out of its way to disable the slot when it doesn't recognize what is in it. People have kludged an external GPU into their laptop using hacks like these.

I see an mSATA to SATA adapter in your near future... eg:

"needs" is an interesting word to use there. I think what he needs is a working storage drive in the PC. Using a normal SATA port on the motherboard instead of attempting to use the mSATA wifi card slot would seem to be the simplest and cheapest option here.

Nvm, I was still thinking about that mPCIe slot.

Yes, connecting the mSATA to regular SATA would be the most cost-effective option at this point. Just need to figure something out for how to mount those bare adapters somewhere so they don't randomly short on something.
