Old parts to build a second pc for streaming.

Hi guys! I just been streaming for a while and I found old pc parts so I'm wonder if they are enough for a two pc streaming build.
The parts are and old Fx8350 with 16gb DDR3 Ram. I'll use my ElGato HD60 Pro that I have on my current as the capture card.
The goal is keep stable a 720p 60 fps with 5000-6000 bitrate streaming (Don't worry, I always have the quality option to my viewers!) (PD: Sorry for the bad english!)

You will need to pay special attention to the board you have at your disposal since a lack of proper power delivery to the socket can leave you with a toasted board.

OS: win 7 or maybe 10.

And of course the capture card ElGato HD60 Pro.
As I said it will only work as the streaming pc because I have another one better to play. (the one im using as gaming/stream pc right now)
Just asking if it will be viable, if not, recommendations on cheap/good cpu/motherboard? Thanks a lot
