Ok i have a Intel Celeron Dual-Core T3500 in my laptop and was wondering if it could be overclocked relatively safely (i understand there is always a risk) if so how would i go about doing this?

Generally your BIOS won't allow you to overclock in a laptop since the multiplier options can often be locked.

Also due to the size and heat restraints of a laptop it probably wouldn't be safe.
Unfortunately the odds are you will not be able to overclock the CPU in your laptop the BIOS's in laptops limit your options. I would also recommend against this because of thermal environment of laptops. The heat skink will probably not be able to dissipate the added heat. With that being said you can check the settings in your bios to see if you can change the front side bus speed. You will also need to see if you can adjust your ram speed so that after you increase the front side bus you can reduce the ram speed. You will also need to reduce your multiplier to get a clock speed in line with what it can handle. That CPU is Core 2 based so any overclocking tutorial for Core 2 would be able to walk you through the process. But with that CPU being so low wattage I really think it is a no go, I just do not think the BIOS will have the settings to do it.
