Let me write out my situation.

I have a new PC that is currently running linux because I have no windows installation. However I have an old compaq laptop that was running Windows 7 Home Premium 64 bit but it now running linux because it couldn't handle windows and was crashing all the time.

With that laptop I just stuck a linux mint USB in the laptop and formatted and installed from linux. My question is can I use a spare windows 7 cd or iso image on my newly built PC and then use the windows key on the back of my old laptop running linux to register? Thanks in advance.

The OEM license used on the Compaq is only for use on a Compaq and it tied to the motherboard of that old system. You can't use it on the new system. You'll have to purchase a new license.
