Older 1366 Dual Socket Motherboard Question

Hello.
I am currently looking at building a PC with a combination of parts I have found on Ebay.

I am thinking of using this Motherboard:

I was just wondering what CPUs the motherboard supports as far as using both CPU sockets at the same time. I am not sure, but I kind of got the idea from looking around that some CPUs were capable of being used in both sockets at the same time, but that some weren't. If someone knows about a list of compatible CPUs and stuff like that i would really appreciate if you let me know.

I dont know much about the chipsets for these boards either, so I am also going to ask if anyone knows what the different chipsets are on these boards, so that I can maybe research each one and see which one would suit my needs.

If someone could also tell me which power supply I would need to use this computer with a 275 watt GPU and both CPU's, as I am also assuming this motherboard does not use a normal ATX power supply.

The reason I want to try a couple of these CPU's and a motherboard is because I went on PCPP and made a part list with an I7, 16gb Ram, etc. And it was just too darn expensive.
I then went and looked around on Ebay for a cheaper Xeon that would suffice, because I know that people typically overlook the Xeon when it comes to things like gaming.
I first came across the Xeon 5650, which, in most benchmarks, had about 75% of the performance of the 4770k.
(The benchmarks vary in results. I may also be wrong, so please correct me if so.)

Anyway, the Xeon 5650 costs about 100 CAD each, if not less, and I can put 2 of them on the same motherboard, which would cost me about 200$. The i7 costs almost 400, and im getting the same if not better performance with 2 of these Xeon, (Once again, I may be wrong, Im kind of new to this whole Xeon thing.) which means it is probably more cost effective.
The motherboards with 2 LGA 1366 sockets cost anywhere between 150-250$ from what I could see, and a motherboard for the I7 costs about the same, depending on which chipset and stuff I go with.

Which is why I asked if someone could tell me what would be the best chipset for these motherboards. I found lots of single CPU socket motherboards on the X58 chipset, but I couldn't really find dual CPU sockets on that chipset. I also don't know if the CPU's will 100% work when using both, and I don't even know for sure if the CPU's are compatible with the motherboard.
I went and researched a bit on the motherboard that i posted a link to above, but there were a couple problems I came across:

-Would It run windows 10 (Pro)?
-What speed of RAM does it support?
-Would it support a stronger GPU like the GTX 780ti that I have?
-Are there any other speed limitations besides CPU power when compared to a newer motherboard on the newer motherboard platforms like the z97?
-What case would I need? (It would be fun to DIY a case out of wood or something, so if that could work, I would be willing to do so.)I am just assuming that an EATX case would work, but I would like to just double check with you guys.
-Could it support the PCI-e x1 sound card that I have?

In case you are wondering, I play games like BF4 and stuff but I would also like to be able to host servers and stuff at the same time.
