the oleaut32.dll error comes up saying it's missing or corrupt. how can I open the start menu to access a file or folder

Are you able to get to the desktop or does it give a black screen with white text?

I haven't seen this error so I don't know how it's displayed but I do know this is a core function (As with most .dll files)
