Question Omen 15 EK bad performance and stuttering

Issues with the omen 15 as you can tell luck is practically -10% as i had to send this laptop back 2x and seems that they have not found an issue. I've done everything, oh yeah omen throttled my CPU wattage to 25w which is surprising, but i changed that to 45w which is like base wattage or something. I've done the graphics settings, I changed and tweaked stuff in control panel like "prefer maximum performance, yet I've still haven't found the issue and I'm tempted it is a power problem. The stuttering comes from wattage dips as I can monitor my wattage with Nvidia performance overlay or RTSS. disable throttle is toggled off in TS yadadada all those things that include power throttle. Its funny also to realize that once my GPU reaches 100% (no way) it goes back down to 30-45% usage same as for the CPU. I dont know if this is a problem but I'm getting 2.90ghz on my CPU while maintaining 35-55%, dont know if this a problem just anyone please let me know.


Specs: I7 10750h, 2060, 2933Mhz 16gb ram dual channel

discrete and performance mostly gpu wattage performs under 70-85 watts

What are the cpu and gpu temperatures when the stuttering happens?

Does the problem go away when you put the cpu power back to 25w?

only thing that changes is when cpu wattage is at 25w i get lower clock speeds around 2900mhz avg, while 45w cpu clock speed stays around 4300-3850mhz

edit: while i start stuttering i see a significant drop in power with the graph j see with RTSS, just a note.
