Question OMEN X25F 3060 I9-11900K GOOD FPS BUT GAME ISNT SMOOTH

my games are running at good fps, however, the game just doesnt feel smooth at all, it feels like i have vsync on when that isn't the case, it wasn't like this when I first got my rig but now it is happening and Im not sure what to do.

-temps are fine
-vsync and gsync disabled
- tried disabling hpet
