On launch my games all stutter and are barely playable then after a few games half of the time it will start working fine?

Hey friends,
I just built my pc with an I7 5820k an EVGA 1080 and ssd 144hz monitor and the likes. Mostly new parts I pulled the cpu and asus x99a mobo out of an old rendering rig and it worked just fine for awhile. After like a month using it and it working fine even on a 4.3 overclock with a good cooler, it started to develop a weird stutter when I would move and look in game like horrible stutter. For like the first 5 games of pubg or overwatch it will be shitty then about half of the time it will just start working fine again. When it stuttered also it would have issues with the mouse not responding to clicks my keyboard would act weird and then as if nothing happened it would work fine. Ive tried resets and ran tests but I want to know what this could possibly be and if someone could help. By the way I undid the overclock and reset bios and still the same reaction. same problem across the board.
 
Solution
hawkesterling, run a test on your HDD's. Download SeaTools and do the long extended test (it takes a long time) That will let you know if they are the culprit. Get back to me once you have run the test.

I have checked and no. I rarely reach over 45 percent utilization on cpu and nothing else really huge on gpu. Also it says its displaying the correct amount of frames no drop it will be at 150 frames and stutter and tear
