Question On the resource monitor I can see that my CPU is throttling under 5% of its max ability when I do something as simple as opening Chrome

Before I found out about it I tried to change XMP profiles to get my RAM to run faster however this caused my computer to not even be able to boot to the BIOS unless I reset the power. I now think that it's because the CPU was bottlenecking the RAM cause its being throttled.

I cant even watch a youtube video because it throttles so hard. I recently just upgraded my CPU and motherboard and ever since the clean install of Windows 10 the CPU has been throttling.

My CPU is an i5-9600KF
MB: H370 HD3

My PC just turnt off and is now not booting. I suspect its because of the throttling. If I reset the power for a bit and reconnect then it is able to boot again.
