Will a PCIe 3.0 to USB 3.0 card have less latency than an onboard USB 3.0 connector

Ive found tons of hardware maps like this one

it shows the pcie lanes going diretly to the cpu and the usb ports go through a chipset or something before they reach the cpu, so is the latency less?

Not speeds, latency.

It is completely the same, latency AND speed
You have no benefit using a pcie USB card over the onboard USB ports
For graphics cards and pcie ssds you can see benefits using the cpu pcie lanes for the increased bandwidth
For usb it is pointless
