Question Once again posting needing assistance

I cannot understand why I am getting %1 lows well below my frame rate of 144. I am getting anywhere from 40-70 dips and I cannot understand why, I have replaced the motherboard, cable from monitor to gpu, reinstalled windows, gpu drivers and chipset drivers and I have replaced the gpu, ram and ssd to no avail

and the dips might not sound bad but they cause my games to go from smooth to a big stutter than back to smooth then back to stutter and I also have checked and no resource ever goes past 100% usage in anything really

Temps are also fine as my cpu doesnt go above 80c and my gpu barely touches 60-70c

There is only one CCD with extended (3D) cache and when other CCD is accessed there is high latency causing those lows.
Make sure your Windows 24H2 are up to date, there was a partial fix couple of months ago.
Set Game Mode in BIOS which disconnects second CCD without 3D cache but 8 cores and 16 threads is more than enough for any game.

game mode in bios? and I am fully updated on everything and I have done the gamebar and everything and it does park the cores correctly but I still get the bad %1
