I can build a decent PC for $ 700 with my own monitor and getting Win 10 pro OEM.
Micro center if you are lucky enough to live near one can help you with compatibility etc.

I don't think it's much or a surprise here that you can build a fairly respectable rig for ~$700. Very few people actually need an i7. An i5 if the 'ideal' for most gamers, with an i3 frequently a worthwhile budget option.
