One core active turbo ratio limit is 4.1 GHZ, the rest are 3.9?

In Throttlestop I went into the FIVR panel (for my i7-8750H).

I saw the turbo max frequency panel, where "1 core active" was set to 4.1 GHZ, but "2 cores" and higher were only set to 3.9 GHZ.

Should I leave it, or make them all 4.1 GHZ, regardless of how many cores I'm using.

I believe this is default in Throttlestop settings but just wanted to make sure if I could raise the turbo frequency to 4.1 GHZ when all cores are used.

that not just the default in throttlestop, that the default for the intel 8750H.
if you raise it, you are OCing
