One core always at 100%

Hello!Having collected my PC, I expected the GTX 1060 6G to work normally with the I7-2600 but running Rust and RivaTuner I saw that even in the menu the first core is 100% and the rest are almost not loaded. I locked FPS to 60 and went to the server and the picture did not change Now, there have already been permanent freezes and unstable FPS 10-40.1 core 100% others 20-40%
Then i tested other games and the results were the same

In BIOS i have set ALL cores and hyper-threading.

Motherboard:Intel Gardendale DH67GD
CPU:I7-2600 (not k)
GPU:GTX 1060 6GB
RAM:12 GB
Resolution:1080p

I'm out of ideas and could really use some help fixing this.

Only thing that would make sense to me is there's something running in the background saturating the primary core.

Check task manager and assort cpu so the biggest using processes are brought to top.

Check also startup items in msconfig. Type msconfig in start bar.
 


I installed clean windows.Nothing running in the background.No programs, drivers. 1 core 70% constantly.
