one cpu fan not working

Hi guys i just put together a new system, has an ASRock extreme3 mobo with a 3930k cpu. and using this for a cpu cooler http://

only one of the fans is turning and it looks like the other one is trying to get going. they are hooked up via the cable splitter connector that came with the cooler and hooked into the "cpu fan 1" 4 pin connector..... do i need a 4 to 3 pin adapter to connect to the "cpu fan 2" 3 pin connector?

then that the way it work they are temp controlled and the 4 pins one work with pwm from the motherboard and if you stress system a bit both fan should come on .
yea i have both fans connect via the splitter as the instructions said to. when i switched the connection on the splitter the fan that did turn previously was then turning and the previously spinning one was not.... are these temperature controlled? its a brand new build and i had only turned it one for a max of 2-3 mins, got to the windows install (where u select your language) screen then i got a black screen saying "no display signal" :-/
 
ok just tested my splitter, the 3 pin connection in the splitter seems to not be working, though if i give the fan a little help getting started it will spin on the 3pin part of the splitter... both fans run well on the 4 pin side of the spliter.... would this be a faulty splitter?
