Hello, (My GPU is Sapphire tri X r9 290)
from last week I noticed , one fan of my GPU is not spinning properly and it is making weird noise and is also vibrating the PC, i am outside the warranty window and don't have money to buy new GPU. I tried removing any dust from the fan, but noticed that the motor of the fan is completely sealed.

So I am thinking of cutting the power wire that goes to the fan and disconnect the fan, and i will put a electrical insulation tape the power wire. Is this OKAY??

Thanks for your help
I really appreciate your help

My temperatures are normal even though the single fan is not spinning properly, actually i dont care about the noise, i am afraid about the vibration it makes and how it might affect the other parts of my PC

If you are monitoring your GPU temps, then it is a simple matter of disabling the noisy fan and see if it makes a major difference in temps. You might want to run a stress test program to load your GPU to make sure it doesn't overheat with the one fan disconnected. GPUs are particularly expensive right now, and you don't want to have to replace one...

If I play PUBG , my max temps are 80 degrees Centigrade ( even with the fan which is not spinning at full speed)
and I dont think for r9 290 80 degrees is much of an issue

So I can disconnect the fan and put an electrical insulation tape for the power wire that would had been connected the disconnected fan , and I am good to go , right?

Where I live, 80c is threshold. 70c is what you want and 90c is what you never want to see. You're pretty close to the edge right now. I'd sure want to see exactly what the temps are, under high load, with that fan disconnected. High heat==short life.

At present, while typing this answer, that single fan is not spinning. 🙁
but when it spins it starts vibrating the PC

So when it is not spinning the temps are - 70- 80 degrees ( under load) and 40 -50 degrees (without load)
so anyways if I at least disconnect it, I can prevent the vibration.

PUBG temps = 70-80 degrees
DOTA temps = 60- 70 degrees

Pubg = 30 percent of my gaming
dota = 70 percent of my gaming

Again, I feel like you are at the edge of desirable, but I also understand your predicament. The vibration is doing no good, but neither are the high temps. You're in a pretty much no-win situation. If you do disconnect the fan, keep an eye on your GPU temps at all times: if there is an alarm you can set for 90c, all the better.

Thank you very much for your time to answer my question.

Yes I will look after my temps,
I think I will wait for few days and decide

and if I decide to disconnect the fan and put an electrical insulation tape to the power wire there wont be any problem regarding any short circuit likewise right??

and I am using MSI after burner for keepin an eye on the temperatures

Hey Thank you bro,

There are like two or three power wires that connect to the fan, i will use the tape in such a way that each wire (the copper part of the wire) doesnt touch the other copper wire.. That is the correct way i guess?

yes. or you could use shrink tubing (here: https://www.amazon.com/s/ref=nb_sb_ss_i_1_10?url=search-alias%3Daps&field-keywords=shrink+tubing&sprefix=shrink+tub%2Caps%2C314&crid=1SA10GBL6YZRE) if you wanted to make it look pro!!
