Question One fan on constant high RPM

My R9 390x fans packed up so I thought to use the fully functional fans from a faulty R9 290x thinking it should be perfectly fine. However the one fan (the one closest to the fan connector) seems to go 3800RPM from the moment I power on the PC and remains that way. Going below the default 20% fan speed does nothing, going above it only makes the other fan pick up speed. Was I wrong in using the fans from a R9 290x or did I mess up somewhere else?

Both are XFX "Double dissipation" versions.

You forgot to mention what the makes of both cards were. Often times the manufactures of AIB partners cards vary with the sort of hardware they use outside of the PCB and the GPU die.
