Question One of 2 identical graphics cards isn't showing up

This is my full dxdiag [removed]
My SLi bridge is recognized and my second video card was in hidden devices in the device manager, but when I thought I was wiping its drivers I uninstalled it completely. No unknown devices have shown up. I have updated all my drivers and done a full widows media creation tool as well. Nvidia also doesn't recognize it.

My computer recently had water cooling installed so I'm not sure what was moved around for that.

Both graphic cards light up and both fans move. The second card's fan move less and with stops in between, but I suspect this is simply because it isn't active.

Went through the guts once again and when the computer shop installed my cooling, one of the 8 pins in my power supply from my second gpu jiggled slightly out. With only half power it still was on and fan was still slightly spinning, but the bios wasn't recognizing it.

I'm a moron and I also don't know how to close this thread, thanks for coming to my ted talk.
