One of my AMD CPU cores has lower frequency than the other 3?

Sorry if this is a really stupid question, but I was using AMD overdrive to look at my CPU idle temperatures when I noticed that one of the cores has a lower frequency than the others, specifically CPU0.

While playing a game, I saw the frequency rise back up to a pretty constant ~3800 MHz.
This means it's alright, right? Sorry for being so paranoid.

Probably some of power saving options like Cool & Quiet.
