one of my bios voltage is not right

I'm still trying to solve the problem from my previous thread where I get black screen restarting from gaming. I decided to look at my voltages on my msi bios and it read;

voltage
cpu core: 1.120V
cpu io: 0.968V
system 3.3v: 1.688V
system 5v: 5.080v
system 12v: 12.000v
dram: 1.184v

Is the system 3.3v: 1.688v a bug or is there something wrong with my power supply?

Would this power supply be suitable? I can get this locally even though i would have to pay more for it. I have never changed a psu before? is there anything I should be aware of like not splitting the same connection for some things. i think i read somewhere the gpu shouldnt be split and everything else should be fine.

Also want to say thanks for replying. Other people have seem to stop replying or just haven't replied to my other threads and other forums.
