One of my fans won't start?

My gpu stopped working a few days ago and I guess I had to reground it and then it started working again. I noticed though that it was working harder than usual and when I checked one of the fans weren't spinning, but it was trying. It does have dust in it and If that can effect the fan then I will try as hard as I can to clean it out.

GPU: GTX 1060 6GB dual fan
 
This is why I always suggest multi-fan GPU cooling. if a fan is failing, you can take it up with the maker, assuming its under warranty. if warranty is not an option, you can try to replace the fan, some makers have single removable fans. or you can replace the entire cooler with an aftermarket cooler if a single fan is not changeable.
 


Where do I get an aftermarket cooler? It's definitely off warranty.
 


Could you recommend some more. I would appreciate it because for the time being I can't really use this pc. The temps are fine but the one fan is being overworked.
