One second power up

Computer turns on one second then turns off. Tried 2 of the same motherboards with the same chip (brand new). Tried 2 different power supplies, one new, one old and same results. The fans spin and the motherboard lights up. Tried placing the motherboard on cardboard and booting it that way, still same issue. Tried with ram in and ram out, same issue. i5 8400 chip with B250M-DS3H. Every part is brand new.

My guess would be that Yes, the chip should be fine. I would expect intel engineers to have good design practices and would not design the pinout of 8th Gen in a way that 6th / 7th Gen mobo's would brick them especially since it uses the same connector. Additionally, I find Intel iX chips to be quite robust, you chip is most likely fine.
