Online document storage for access thru website

We are expanding our new website and want our users to be able to download previously published documents. To help better explain what we want to do, each month we publish a newsletter. We would like to create an online archive of previous newsletters for people to read and download.
In searching both here at Tom's and the internet we realize there are a ton of options. Being a non-profit, cost is a high concern. so, any recommendations from Tom's Mavens?
 


I assume that they're in a .pdf format so the file sizes should be fairly small. Google Apps would support this and also allows you to use some other of their services. Their lower package is only £3.30 per user per month and that includes 30GB of cloud storage. Their "unlimited storage and vault" package is £6.60 per user per month and that includes 1TB of cloud storage for companies with under 5 users and unlimited storage for those with over 5 users. I tried Google Drive and the down side is it opened the preview at <50% zoom. Basically, if you want to read the pdf, you either have to figure out how to zoom in on Drive (not logically placed) or print the thing. NOT a viable option. KEY word in my original post - "READ".
 
What platform you are using right now for your web site?
If you name your reports wisely - eg current report is always "Report.pdf", and archived ones are "Report-201506.pdf", "Report-201505.pdf" etc, you can put simple links on your web site to previous reports.

As for default zoom - have you seen A4/letter-sized documents at 100% on small tablet / phone screen? They look awfull, so initial default zoom of 50% (or device-dependent, as it seems) can be actually good user interface paradigm.
