Online games lagging on high settings

Online games lagging only on high settings if i set all to low lagging is out. Its network lag not my pc iam pretty sure. iam only 1 in my house and its lagging.

its not pc lag iam 100% sure because my 2nd pc do the same.
but GTX 1060 3GB
8GB RAM
I5 7400

I PLAY CSGO,OWERWATCH,CALL OF DUTY MW2 ALL LAGGING


I FEELS LIKE A JITTER.
