Only 1.5 GB usable??

My girlfriend's computer is acting really slow out of nowhere and it's using 80% of memory (need to end some tasks) but for some reason it can only use up to 1.5 GB out of 4 GB. In the resource monitor it is showing there is 2574 MB reserved for hardware and only 1500 MB available. Why is there so much reserved for hardware and only leaving 1.5 GB to use out of 4GB of RAM. I know the computer will have to use some RAM but I didn't think that much would be needed. Is this an issue or normal?

Check to see how much RAM is allocated for IGPU.
