Question Only 1 front usb 3.0 is powered

I have a Gigabyte Z170N Gaming 5 motherboard in a phanteks mini itx case. The front left usb 3.0 will power my usb dongle for my corsair wireless headset, charge my iphone/ipad, will connect my xbox 360 controller and everything else. The front right 3.0 usb port will NOT provide access to any of the above devices or even recognize them plugged in. But when I plug in my 3.0 ext hd that is picked up and registered, and my usb charging cable will charge my corsair voids. I don't understand why one usb port is recognizing the powered devices but the other isn't. How can I get it that both usb slots will be powered or recognize my devices?
 
I have found that the very stiff cable that you get for usb3.0 front panels can keep the cable from fully staying inserted into the motherboard socket.
Take a look and see if the cable is fully and evenly inserted and that the cable sticks straight up and is not bent.
