Question only 10 gb of ram is available to use instead of 16 gb

i recently upgraded my laptop memory and its showing only 10 gb is usable insted of 16 gb pls help.

Hm? Your photos show all is as should be. Your machine correctly identifies it has 16 Gb. Give it a try and you'll see for yourself it will use those 16 Gb when needed.

i just hit many different tabs of 4k stream on chrome and i was able to take my ram usuage to max it was like 15.3 , 15.4 gb on taskmanger i think its just a windows glitch.
may be i could be wrong about glitch thing.
