Only 8gb ram showing with 16gb installed

Don't know how long this has been going on but I'm guessing it happened after I updated my bios. I have 16gb ram installed, bios and windows only show 8gb it used to show all 16 but now it does not. All 16gb show up in CPU-Z but no where else. I have tried all 4 sticks in different slots and different configurations and all slots work and all sticks work just not all together. My set up is:

MB: ASRock P67 Extreme 6
Bios: P2.10
Windows 10 home 64bit
CPU: i7 2600k
Ram: G.Skill PC3-12800 4 sticks at 4gb each

Like I said it has worked in the past but was having some other issues so I updated my Bios about a month ago and not sure if thats when it stopped recognizing it or if it stopped before that.
 
One thing - you have 1866mhz memory and it's running in 1333mhz mode.
You should enable XMP in BIOS.

As about wrong amount of ram - check msconfig boot/advanced section, if there is limitation for max memory set.
Post screenshot of that also.

My Bios does not have a XMP setting also when I click to change speed on ram I only have 3 options: Auto, 1066, or 1333.

In msconfig the max memory is not checked if I do check it the most I can select is 8192 even if I change that higher it goes back to 8192.
