Only able to install one copy of Fallout New Vegas on one PC?

I bought a legal copy of Fallout New Vegas (from best buy) a few weeks after it was released, and then I built a new monster gaming desktop. I tried to install it on my new PC but it keeps saying that the CD key is already registered to an existing steam account.

Does this mean that I have to buy another copy of Fallout NV if I want to install it on my new PC? What type of unfair bullcrap is that?
 
NV uses steam works as it's DRM.

And yes, you will have to be online at the time of that initial install. However you can install the game on as many systems as you want (with no restrictions!), and you do not have to be online to play the game after your initial activation. Not only that, but once the game has activated on Steam, you can throw out the game DVD entirely and just download the game over Steam. If you don't even have a DVD drive, you can just take the CD-Key from the box, enter it into Steam, and download it without ever using the disc at all."

I logged into my original steam account, and successfully installed it. But the gameplay is extremely choppy for some reason. It isn' because my hardware isn't fast enough, I have a Core i7 and Two HD 5870's in CF. It must be a glitch or something.
