Only bottom ram slot works insperon N4030, the other causes instant shutdown

Hello everyone, I have an issue with an insperon N4030. The symptom was instant shutdown, even before the screen gets a chance to power on and the leds only flash once. So I decided to try and disconnect stuff until I saw a change, and when I got to the ram I found the issue. The laptop has two ram slot and two ram sticks, The bottom ram slot can run the pc just fine, but when I put the stick in the top slot it will instantly shutdown again. I mixed the sticks up (put top stick in bottom slot and vise versa) and still the same issue persisted which is how I know it is the slot and not the sticks. I know the obvious choice is to replace the motherboard, but I'm sure there are other issues that could cause this as well like the cpu or power supply? I'm just not comfortable buying a $40 dollar motherboard until I get some consistent opinions.

ram sticks are fine just not when plugged in the top slot
