Question only displaying 1080 on 4k screen

I have a 4k TCL tv that I'm trying to run with my computer, but it is only displaying in 1080p. I'm running from my pc to my sound bar then to my tv. My guess is the three (sound bar, tv, pc) aren't working nicely together. I don't know if I just don't have a setting set right, wrong cables, or they aren't plugged in in the right order. When I try to force hdmi 2.0 in the tv settings it wont detect any input. The output on the soundbar and input to the tv are ARC.

Im using a gtx 1080, 4k TCL tv, and vizio sb3651. If theres a forum better suited just post it.

I notice it says Ultra HD (4K) pass through isn’t supported. This would be the problem.

I'm running from my pc to my sound bar then to my tv.

Connect soundbar with optical audio cable instead and tv with HDMI cable directly from pc.
