I believe EVGA are the only ones with a global warranty - so it doesn't matter where it was purchased.
Most other vendors have distribution channels in most regions, and warranties that follow suit. The only time(s) a "global" warranty should really matter is
1. You move to another region of the world, with your GPU in tow.
2. You want to purchase from overseas.
While #1 seems viable, #2 however, is rarely cost effective. By the time you pay the shipping to another region &/or any customs/import fees, it's generally a better idea to just buy something from your home territory with applicable warranty.

Both countries are in the EU.
I can only buy EVGA card or can I buy gigabyte because of the warranty?

That's going to be comparable with any other manufacturer - buying from Germany when you're in Hungary should be no problem at all from a warranty standpoint, regardless of the manufacturer.
