Have you tried disabling the IGP in BIOS? Back when I played around with GPU output through IGP, I had some distracting stutters too. Disabling the IGP would ensure Windows cannot be confused about which GPU to use and do something dumb that could take a while to sort out otherwise.I re-installed Windows the other night. Cables would only affect whether you are getting reliable output at your target resolution and refresh rate. If he's not having problems with his monitor losing sync or garbled output, then cables are extremely unlikely to have anything to do with it.Have you changed actual cables?
