Question Only half (exactly) of RAM is being utilized

Windows 10 (64 bit), recently changed motherboard / cpu / ram. Installed 16GB of DDR4.

Ram was installed into slots A2/B2 following mobo manual (AB350 Pro4). (Also tried A1 and B1)

Windows recognizes all 16 GB (Says 15.9GB usable). However, task manager performance monitor shows the total RAM usage capping at exactly 49% (7.9GB), no matter what (intensive) task I'm attempting, literally drawing a perfectly straight line in the center of the graph over time.

I've also tried eliminating (and changing) pagefiles with no change. What's going on?

That is likely caused by your choice of memory. Try listing part number and/or link to it.

Have you tried reseating the modules or testing each to see if both show 8GB?

Last resort you can reinstall Windows with one module then add the secondary to see if OS can address it properly.
