Only half my ram is "usable"? Please help

Anyone know why my installed memory (RAM) is 16GB but it says only 7.95GB of my RAM is useable?

MY SPECS:

OS: Windows 8 Pro

Processor:AMD FX 6300

RAM: 16GB (2 8GB Sticks) of ram (correctly installed in slots 1&3) both my Bios and CPU-Z recognize that I have 16GB installed. But my system only says half of it is usable...

Motherboard: MSI 970A-G46 with the BIOS version 2.6 installed.
 
Solution
Check all sticks are firmly seated and try, if still problems might try raising DRAM voltage + 0.05 and CPU/NB voltage + 0.10 - could also be bent/broken pins on the CPU


This typically occurs when one of the modules isn't seated properly. Take them both out, clean the contacts with a solvent, and test them individually in each slot before reseating them both.
