Only half of RAM usable

There is a total of 16GB of ram in my system, but only 7.95GB usable. I understand there are so many threads about this, and i have read a bunch but i still can't find a solution.

I built this computer in 2011 and it has an Asus M5A99X EVO motherboard, Windows 8.1 64Bit, AMD FX-8350 CPU(upgrade from original) and 4 sticks of kingston KHX1600C9D3K2 (just got 2 more sticks last week). I have reseated the cpu multiple times, moved the sticks around and tried msconfig.

The only time my computer used all of the ram is when i only had 2 sticks in the very right slots. Because of this i am thinking that the other slots might just be broken? I am thinking that a new motherboard might be a solution, but i would like to hear if anyone has any ideas.
 
Might be the sticks just don't want to play...Try starting with the original sticks, raise the DRAM voltage to 1.575 and the CPU/NB voltage to 1.25, save, exit, shutdown. Then add the other two sticks. Also what CPU cooler do you have? Might loosen it and snug back down to screw tight, If too tight in a corner or side it can throw the MC off. Another possibnle is bent/broken pins on the CPU
 
My DRAM voltage was at 1.65 Volts so i lowered it to 1.575 and my CPU/NB voltage was at 1.35 so i lowered it to 1.25, but still nothing. I have a Cooler Master Hyper 212 EVO CPU cooler. The heatsink was a little tight so I loosened it a little. I am about to try just putting in the 2 new RAM sticks just to make sure they are not the problem. Thanks again for the help.
