Only Low frequency working i5 4570

Hello,
Last time I saw drop FPS in my games. In HWMonitor i have seen that my computer is working only in 800 MHz, but it's minimal clock for this CPU (normal should be 3200). I check this twice and I did benchmark. The result was 4 times lower than it should was. I have current drivers and BIOS. I've Windows 10 x 64 and Asrock H81 Motherboard.
Second thing it's high temperatures on AUXTIN.
I've tried to reinstall system.
What's wrong? Is it processor crush or bad config?
Sry for any mistakes,but i'm not Englishman. Please for help.

You need to check your cooling, it sounds like you are thermal throttling. Reseat the CPU cooler with new thermal paste and make sure it's clean and the fan is working.

I already solve this problem. In advance power settings, CPU energy, max CPU was 5% like min CPU. I change to 100% And i solve this problem
